East Timor or Timor-Leste, officially the Democratic Republic of Timor-Leste, is a country in Southeast Asia. It comprises the eastern half of the island of Timor, the nearby islands of Atauro and Jaco, and Oecusse, an exclave on the northwestern side of the island, within Indonesian West Timor.

In 2005, a National Youth Survey was conducted and in 2007 a situational youth analysis was published, which led to the implementation of the NYP in the same year. The NYP states its vision “to live in a society where young men and women have access to education, health, educational courses, and are endowed with the moral values of citizenship for a responsible and healthy life.”
